Purpose

This template can be used as a base for your customized Power Automate flow that handles email messages. You can use it as an Exchange online transport rule that executes Approve/Reject action based on some criteria.

The flow can handle all messages of all users or selected messages of selected users.

Typical scenarios of usage:

Spam filtering
Content filtering
Recipient-based message delivery restrictions
Sender-based message delivery restrictions
Allowing/Denying mail flow based on date and time

The template "as is" always approves each approval request. To convert the template to a solution you have to define only business logic. In other words you should create a number of Power Automate actions to decide if an email should be approved or rejected. Surely you need some experience in Power Automate to build the business logic.

Limitations

The flow cannot modify or re-route emails. It can or allow further delivery of the message to its final destination or block this delivery.
The flow runs in cooperation with a single transport rule and with a single shared mailbox.
By default, the sender gets a customized reject notifications. If you wish to block such notifications, you have to create an additional transport rule in Exchange online.
